HVAC Refrigerant Phase-Out 2026: What the R-454B Transition Means for Commercial Building Owners

If you own or manage a commercial building, you've probably caught headlines about R-410A being "banned" and a new refrigerant called R-454B taking over. It's easy to read that as a deadline you've somehow missed, or a reason to panic-replace working equipment. Neither is true. But there are real changes underway that affect what new equipment costs, what servicing your existing system will look like, and how you should time your next capital decision.

Here's a straight explanation for building owners, with the panic removed.

What's actually changing

The driver is a federal law called the American Innovation and Manufacturing (AIM) Act, which was signed in 2020 and mandates an 85% reduction in HFC production by 2036. To get there, the EPA's Technology Transitions rule set a 700 GWP (global warming potential) threshold for new air conditioning equipment, and older high-GWP refrigerants like R-410A sit well above that line.

The rollout has happened in steps. Manufacturing and import of new HVAC systems using R-410A was banned as of January 1, 2025, with a one-year sell-through period allowing installation of existing R-410A inventory. From January 1, 2026, the rule bans installation of new residential and light commercial HVAC systems using high-GWP refrigerants like R-410A, pushing new equipment to lower-GWP A2L refrigerants, primarily R-454B, with R-32 also introduced as an option.

Meet R-454B

R-454B is the primary replacement for R-410A in new residential and light commercial systems. It's an HFC blend composed primarily of R-32 and R-1234yf, with a global warming potential of roughly 466, about 78% lower than R-410A (which carries a GWP around 2,088).

The one term worth understanding is "A2L." R-454B is classified as an A2L refrigerant under ASHRAE Standard 34, meaning it's mildly flammable but with a very low burning velocity compared to conventional flammable gases. In practice, that's why new A2L systems are built with redesigned electrical components, spark-proof contactors, and integrated leak-detection sensors designed for A2L safety standards. It's engineered handling, not a hazard you manage day to day.

The most important point: your existing system is fine

This is where most of the anxiety comes from, and it's misplaced. The rules target new manufacturing and installation, not the equipment already on your roof. The mandate does not prohibit servicing existing R-410A equipment already in the field; contractors can continue to purchase R-410A refrigerant to maintain systems already installed. As the EPA has confirmed, existing R-410A systems remain legal to operate and service for their full lifespan.

In other words: nobody is forcing you to replace a working unit. If your equipment is in good shape, keep running it.

Where it does hit your budget

There are two real cost effects worth planning around.

Servicing older equipment is getting pricier. As production of R-410A steps down, its price has climbed, rising 40–70% from 2022 levels, a trend contractors and facilities managers are feeling in 2026. If your unit develops a refrigerant leak or needs a recharge, that service costs more than it used to, and the trajectory points upward. The 2029 AIM Act step-down, from 60% to 30% of baseline, is the steepest single reduction in the schedule, which will keep pressure on prices.

New equipment carries a modest premium. Because A2L systems require those added safety components, next-generation equipment typically carries roughly a 5–10% price premium over legacy R-410A models. That's a real number, but a small one relative to the total cost of a system, and it comes with lower environmental impact and long-term regulatory durability.

What this means for your next decision

For most commercial building owners, the takeaway is not "replace now." It's "let the refrigerant situation inform an eventual decision you were going to make anyway."

  • If your equipment is healthy and not too old: Keep running and maintaining it. Servicing is still legal and available.
  • If your unit is aging and you're weighing repair vs. replacement: The rising cost of R-410A service, especially on a system with leaks, now belongs in that calculation.   • If you're planning new construction or a system upgrade: Your new equipment will use R-454B or R-32 by default. Build the modest price premium into your budget and move on.
